Historic Franklin Landmark Begins a New Chapter of Service

FRANKLIN, La. — A building that once cared for generations of patients is preparing to serve the community once again. Local leaders, residents, and developers recently gathered for a groundbreaking ceremony celebrating a $37 million redevelopment project that will transform the former Franklin Foundation Hospital into affordable housing for senior citizens.

The project, known as The Avenue, will convert the long-vacant hospital property into a 72-unit apartment complex designed specifically for elderly residents. City officials believe the development will provide much-needed housing while breathing new life into a landmark that has stood as part of Franklin’s history for decades.

For many residents, the transformation represents more than construction. It is a story of renewal, hope, and restoration. Isaiah 61:4 speaks of rebuilding places that have long been in ruins, declaring, “They will rebuild the ancient ruins and restore the places long devastated.” Community leaders say The Avenue reflects that very spirit of restoration.

A Place Once Dedicated to Healing Will Serve Again

Franklin Foundation Hospital served residents throughout St. Mary Parish and surrounding communities from the early 1950s until its closure in the mid-2000s. For nearly two decades, the property remained largely unused, leaving many to wonder what would become of the historic site.

Today, that question is being answered through a redevelopment effort that aims to preserve the building’s legacy while meeting a critical community need. The Avenue will feature one- and two-bedroom apartments with affordable rental rates ranging from $261 to $889.

Mayor Eugene Foulcard said the project demonstrates what can happen when communities refuse to give up on neglected properties. Rather than allowing the site to remain vacant, city leaders worked to find a way to make it productive and beneficial once again.

The project serves as a reminder that God often brings new purpose from places that seem forgotten. Romans 8:28 teaches that God can work all things together for good for those who love Him and are called according to His purpose.

Designed with Dignity and Care in Mind

Developers say every apartment at The Avenue is being created with comfort, safety, and dignity as top priorities. Each unit will include modern amenities such as washers and dryers, solid stone countertops, and central heating and air conditioning.

In addition to housing, the three-story complex will feature a health hub that places medical services close to residents who may need ongoing care. The inclusion of healthcare resources reflects the building’s original mission of serving the well-being of the community.

Former hospital physician Dr. Gary Wiltz expressed excitement about the project, noting that many of his patients are eager for the opportunity to live in a safe, affordable environment that remains connected to local healthcare services.

A Vision of Faith, Partnership, and Community Renewal

Project leaders from New Orleans Restoration Properties described the development as a calling they felt led to pursue. According to representatives, the partnership between the city and developers was built on mutual trust and a shared vision for Franklin’s future.

Mayor Pro-tem Lester Levine said the project will help bring the community together while offering some seniors the opportunity to live in a place connected to their own life stories. For some residents, the hospital may even be the place where they were born decades ago.

Psalm 133:1 reminds believers, “How good and pleasant it is when God’s people live together in unity.” The Avenue reflects that spirit by creating a welcoming environment where seniors can enjoy community, security, and support.

With construction already underway, officials expect The Avenue to open within approximately 18 months. As work continues, many in Franklin see the project as a symbol of hope and a testament to what can happen when communities invest in caring for their elders.
