A Lifelong Commitment to Service and Faith
In the heart of Louisiana, St. Landry Parish President Jessie M. Bellard stands as a shining example of faith-based leadership and servant-hearted dedication. A lifelong resident of St. Landry Parish, Bellard’s journey reflects Proverbs 16:3 — “Commit to the Lord whatever you do, and He will establish your plans.” From humble beginnings to the highest office in parish government, Bellard’s career is a testament to the power of perseverance, integrity, and the calling to serve others through Christ-centered principles.
Early Years: From Hard Work to Heroic Service
After graduating from high school, Jessie Bellard began his working life at Bellard’s Poultry, learning the value of hard work, responsibility, and family enterprise. In 1985, he answered a higher calling — becoming a volunteer firefighter with Hope, Hook & Ladder Co. 1 of Opelousas. His service deepened in 1992 when he joined the Opelousas Fire Department, where he served courageously as an arson investigator. His dedication to public safety extended further in 1997 when he became a reserve police officer with the Opelousas Police Department — a title he still proudly holds today.
Through years of commitment and sacrifice, Bellard rose through the ranks, eventually retiring as Captain from the fire department in 2013. His service echoes John 15:13: “Greater love has no one than this: to lay down one’s life for one’s friends.”
Building Foundations in Parish Government
Bellard’s journey in public administration began on January 12, 2004, the very first day of St. Landry Parish’s transition to a Home Rule Charter form of government — approved by parish voters in 2002. He quickly rose to become Director of Administration, serving under and learning from two previous administrations until 2014. In this role, he gained a deep understanding of governance, stewardship, and the responsibility of leading with wisdom and compassion.
Following his time in government, Bellard continued his public service as a Livestock Brand Officer with the Louisiana Department of Agriculture and Forestry, covering 20 parishes and investigating agricultural crimes. His efforts in protecting both people and property underscored his belief in honest work and faithful stewardship — hallmarks of a life rooted in service and guided by divine purpose.
Leadership for the People of St. Landry Parish
On August 24, 2020, Jessie Bellard was appointed St. Landry Parish President, and in March 2021, the people of St. Landry Parish affirmed his leadership by electing him to continue in that role. His administration has since focused on critical issues such as drainage improvements, road and bridge repairs, and securing funding for parish-wide projects.
As a husband, father, and grandfather, Bellard’s motivation is rooted in love for his family and community. Married to Melissa Brown, he leads with compassion, humility, and faith — understanding that leadership is not about power, but about service. Philippians 2:4 reminds us: “Let each of you look not only to his own interests, but also to the interests of others.”
