A New Leader Steps Forward for Lafayette’s Community Spaces

Lafayette is entering a new season of leadership as Mayor-President Monique Boulet has officially appointed Byron Starks as the permanent director of Lafayette Consolidated Government’s Parks, Arts, Recreation and Culture Department. After eight months under interim leadership, Starks will now oversee more than 30 parks and numerous recreation centers that serve families throughout the parish.

The appointment brings a familiar and respected name to a position that directly impacts thousands of residents. Known throughout Louisiana for his accomplishments both on and off the basketball court, Starks has spent decades investing in young people, building teams, and strengthening communities. His leadership now moves from the gymnasium to the parks and recreational facilities that help shape the quality of life across Lafayette Parish.

A Legacy of Excellence and Service

Starks first gained recognition as a standout basketball player at the University of Louisiana at Lafayette, where he became one of the program’s most celebrated athletes. His accomplishments earned him induction into the UL Athletics Hall of Fame in 2011. Years earlier, he was honored by the Louisiana High School Athletic Association Hall of Fame for his contributions to basketball as both a player and coach.

Beyond athletics, Starks has dedicated much of his life to mentoring youth and developing future leaders. He previously served as head basketball coach at Baton Rouge Community College and Lafayette Christian Academy. He also founded Champions International Inc., a nonprofit organization focused on youth development and leadership.

His career reflects the biblical principle found in Proverbs 22:6: “Train up a child in the way he should go, and when he is old he will not depart from it.” Through coaching, mentoring, and community outreach, Starks has consistently invested in the next generation.

Building Stronger Communities Through Recreation

Community leaders recognize that parks and recreation facilities are more than places for sports and leisure activities. They are gathering places where families connect, children grow, and neighborhoods thrive.

As director, Starks will oversee facilities that provide opportunities for physical activity, community engagement, and youth programming. Many residents hope his background in coaching and mentorship will bring a renewed focus on developing programs that encourage healthy lifestyles and positive character development.

Facing Challenges with Vision and Determination

While excitement surrounds the appointment, significant challenges remain. One of the most pressing concerns involves funding ongoing maintenance and repairs for parks throughout Lafayette Parish.

The Boulet administration has already implemented rental fees for certain facilities, including park and batting cage rentals at Brown Park, citing renovation costs and the need to maintain quality recreational spaces. Moving forward, balancing financial responsibility with community accessibility will be a key priority.

Starks inherits the position following the resignation of former director Tim Sensley in September. Interim director Brian McGrath helped guide the department during the transition period, paving the way for new leadership.

Community members are hopeful that Starks’ experience managing teams, developing programs, and working with diverse groups will help navigate these challenges while preserving opportunities for residents of all ages.
