Community Strong: Byron Starks a Servant Leader for Lafayette

The City of Lafayette is welcoming more than a new department leader—it is welcoming a man whose life’s work has been centered on serving others.

Lafayette Consolidated Government announced that Byron Starks has been appointed as the next Director of Lafayette Parks, Arts, Recreation & Culture (PARC), beginning in July 2026. While the title marks a new chapter in his career, those who know Starks understand that his greatest accomplishments have never been measured by positions held, but by the countless lives he has touched throughout Acadiana.

Mayor-President Monique Boulet praised Starks’ passion for people and his unwavering commitment to strengthening communities.

“Byron Starks’ commitment to developing people, strengthening communities, and creating opportunities for all ages makes him an outstanding choice to lead PARC,” Boulet said. “His passion for service, proven leadership experience, and ability to bring people together will help advance our vision of providing exceptional parks, recreational opportunities, cultural programs, and quality-of-life experiences for Lafayette residents.”

More Than Parks—Building People

For more than three decades, Starks has dedicated his life to investing in young people, families, and neighborhoods across Louisiana. Whether on the basketball court, in the classroom, at church, or through nonprofit outreach, his mission has remained the same: help others discover their purpose and reach their full potential.

As Founder and Executive Director of Champions International, Inc., Starks has mentored thousands of youth through leadership development, athletic camps, health and wellness initiatives, and character-building programs. Many families throughout Acadiana know him not simply as a coach, but as a mentor, encourager, and trusted leader who has consistently shown up for the community.

His work reflects the words of Galatians 6:9, which reminds believers, “Let us not grow weary in doing good, for at the proper time we will reap a harvest if we do not give up.” For years, Starks has faithfully planted seeds of hope, discipline, and opportunity that continue to bear fruit across generations.

A Legacy of Service

Starks’ leadership extends well beyond athletics. Throughout his career, he has successfully managed programs, developed partnerships, secured resources, and strengthened organizations including Lafayette Christian Academy, LSU Eunice, and Baton Rouge Community College.

He also serves on the leadership team at Crossroads Church in Lafayette, where his commitment to faith and community continues to inspire others. Friends and colleagues often describe him as someone who leads with humility, compassion, and a genuine desire to see people succeed.

A Louisiana native and former University of Louisiana at Lafayette basketball standout, Starks was inducted into the university’s Athletic Hall of Fame. Yet even with impressive accomplishments on his résumé, many say his greatest legacy is found in the lives he has helped shape.

Looking Ahead with Hope

As PARC Director, Starks will oversee programs that provide parks, recreation, arts, and cultural opportunities for residents of every generation. He says he is honored to serve the city that has given so much to him.

“I am honored by the opportunity to serve Lafayette in this role,” Starks said. “PARC plays a vital role in bringing people together, promoting wellness, and enhancing quality of life. I look forward to working with our dedicated staff, community partners, and residents to build upon the strong foundation already in place and create even more opportunities for families and future generations.”

His appointment comes at a time when communities continue seeking places where families can gather, children can safely play, and neighbors can build meaningful relationships. Through parks, recreation, arts, and community programming, PARC has the opportunity to strengthen not only neighborhoods but also hearts.

As Proverbs 11:25 declares, “A generous person will prosper; whoever refreshes others will be refreshed.” Those who have witnessed Byron Starks’ years of service believe he embodies that spirit, making him uniquely prepared to lead Lafayette into a future focused on unity, wellness, and opportunity for all.

Heavenly Father, we thank You for leaders who choose to serve with humility, integrity, and compassion. We pray for Byron Starks as he begins this new journey, asking You to grant him wisdom, strength, and discernment as he leads Lafayette PARC. Bless every employee, volunteer, family, and resident who will be impacted by this work. May our parks, recreation centers, and community spaces continue to be places where hope is restored, friendships are formed, and lives are transformed.
